Yes Lebanon is in white, placed in a dark environment and background to separate it from everything else. In the story the Lebanese guy that drew it, placed it on a pedestal and separated it from everything else. A work of art. A ideal. Lebanon on its own is the ideal country he has in mind.
Le petit prince is sceptical. He does not believe it is a country. it has no unity, no independence, nor does it work well within its context. Therefore "ceci n'est pas un pays" it is a drawing of a possible country. It is a drawing of a country, but does not necessarily represent one...

theoretically, a country is defined by a group of ppl, united, living in the same virtual boundaries set by themselves with the acceptance and the acknowledgment of an international committee.
